Key Dates for Proposed Port Arthur Expansion

Sempra Energy has filed a request with FERC to begin pre-filing proceedings on its planned expansion to the Port Arthur liquefaction plant it is set to build in Texas.

The project would add two liquefaction trains which will be located adjacent to Trains 1 and 2 in the base project. LNG produced from Trains 3 and 4 will be stored and exported using storage tanks and marine facilities approved as part of the base project.

The expansion project will increase LNG production capacity from 13.5 million metric tons per annum (mtpa) in aggregate from Trains 1 and 2 to approximately 27.0 mtpa.

In the filing, Sempra listed the key milestones and planned achievement timeframes as follows:

  • Submit Request to Initiate Pre-Filing Review Process – June 14, 2019
  • File Draft Resource Reports – October 2019
  • File NGA Section 3 Application – January 2020
  • Issuance by the Commission of the NEPA Document – August 2020
  • Issuance of Section 3 Authorization – January 2021
  • Project Final Investment Decision (FID) – May 2021
