Angola 2019 Licensing Round: Result of Public Tenders

() Frontier is pleased to report that today, the results of the Angola Licensing Round 2019 tenders were revealed in a ceremony, opened by Gerson Dos Santos and Natacha Massano, both Executive Administrators at Agência Nacional de Petróleo, Gás e Biocombustíveis (ANPG). Areas being offered include blocks in both the Namibe and Benguela basins (new frontiers): Blocks 11, 12, 13, 27, 28, 29, 41, 42 and 43 in the Namibe Basin and Block 10 in the Benguela Basin.

The new ANPG on 2 October 2019 published bidding parameters for the ten blocks in the 2019 bid round. The terms include a carried 20% stake for state oil company Sonangol in each block. Biddable terms for each block include the signature bonus, social projects contribution, number of wells and amount of seismic data to be collected.

In attendance at the ceremony today, were representatives from ANPG, SNL EP, Total E&P Angola (TEPA) led by Olivier Jouny, Managing Director Total E&P Angola and Total Country Chair in Angola, ENI Angola’s Paolo Bini, Director of Exploration, BP Angola’s Mr Papas and local representatives from Chevron. At the meeting it was revealed that by 30 April 2020 the Blocks Operator’s Group will be defined and the Onshore Kwanza Round will be launched and evaluation criteria and weighting are as follows: signature bonus value 20%, community projects 10%, number of wells 50%, amount of 3D seismic 20%.


  •  Sonangol EP: Block 27, SNL EP Operator 35% stake

    • 4 years work program: 1 + 1 wells, 1,500sqkm of 3D Seismic

  • Sonangol EP: Block 28, SNL EP Operator 40% stake

    • 4 years work program: 2 + 1 wells, 3500sqkm of 3D Seismic

  • ENI Angola: Block 28,  Eni Operator, 60% stake, 20% stake to SNL carried

    • 4 years work program: 2 wells only 

  • Sonangol EP: Block 29, SNL EP Operator 35% stake

    • 4 years work program: 1 + 1 wells, 2500sqkm of 3D Seismic

  • Total Angola: Block 29, Total Operator in a consortium with Total 46%, Equinor 24.5%, BP 9.5%

    • 4 years work program: no wells, 1500sqkm of 3D Seismic

  •  Sonangol EP: Blocks 10, 11, 12, 13, 41, 42 and 43, SNL EP Not Operator with a 20% stake

    • 4 years work program: 1 + 1 wells, 1500sqkm of 3D Seismic for all the Blocks above

  • Pago Technical Group: offer of 30% participation in all blocks.

  • Blocks 30, 44, 45, 46 and 47 will be awarded by the process of direct negotiation that is expected to be concluded sometime in 2019.

The Angolan government has been following an ambitious timeline for this process and they are on target for evaluating the proposals (November) and earlier than anticipated announcement of results of award of concession areas (earmarked for December). The agreements will now be negotiated between January and March 2020 with signed agreements in the bag by April 2020.
