Petróleos Mexicanos (PEMEX) specifies that in April 2022, it received through the National Institute for Transparency, Access to Information and Protection of Personal Data (INAI), a request for all contracts formalized by PEMEX Procurement International Inc. (PPI). . Despite the fact that this subsidiary of the institution in the United States is not an obligated subject — by limiting its work to the laws of that country — a list of documents was made transparent under the principle of maximum publicity.
Of the required contracts, between December 1, 2018 and April 2022 (Information request number 330023822000990), PEMEX delivered to the author of the "investigation" "The new revelations of La Casa Gris" of Mexicans Against Corruption and Impunity (MCCI), an organization managed by Claudio X. González, all the information on contracts formalized by the subsidiary PPI and Baker Hughes last July, which contains the contract number, validity, object and amount.
Despite the fact that the contracts entered into by PPI were handed over, in September public versions of the documents formalized between said subsidiary and the foreign companies to which contracts have been awarded began to be prepared. In this sense, in the last quarter of 2022 and so far in 2023, the public versions of the contracts that PPI draws up on behalf of PEMEX have been made, delivered by blocks free of charge to the citizen who submitted the access request. to public information.
Almost a year later, Reforma and MCCI again exhibited their ignorance about the various types of contracts that are handled in Petróleos Mexicanos and showed how little they know about transparency in their eagerness to insult this institution.
PEMEX was recently awarded for its PEMEX ASISTE application in the “2022 Proactive Transparency Practices Recognition” contest organized by INAI.
